Meeting called to order at 7:00 p.m. by J. Beck (Chair)
Minutes of September 18, 2007 meeting read and approved
Recognized Mark Sutton as new Kennebunkport Representative to the KRC (Kennebunk River Committee).
Old Business
Pump Our Barge
Bob Williams reported that he will procure the necessary pump for the completion of the Pump-out Barge Project and submit bill to town. Barring any unforeseen delays, Pump-out Barge Project will be completed and ready for service starting the 2008 boating season.
KRC Attendance of Watershed Committee Meeting / Report
Joel Beck reported to the KRC on his attendance of the Watershed Committee meeting at the Laudholm Farm.
Discussions of previous testing results and the announcement that additional testing will be conducted in the summer of 2008.
Department of Environmental Protection Letter:
Letter addressed (3) townships (Kennebunk, Kennebunkport & Wells) from the Maine State DEP. The DEP recognized recreational boat discharge as the main source of river and beach contamination and would like to enlist the (3) townships as a partner with the DEP to eliminate potential pollution sources. DEP is in the process of preparing an application to the US Environmental Protect Agency for an NDA (No Discharge Area) for all navigable portions of the Kennebunk, Mousam, Little & Webhannet River areas. Joel Beck will present copies of letter to all members via mail or next meeting.
KRC committee discussed benefits to write a letter to the DEP and request marina participation in combating illegal recreational boat discharge.
Joel Beck praised the work of the Watershed Committee and reported to the Watershed Committee KRC supportive activities.
Dock Ordinance
Action Item: Joel Beck to meet with Town CEO's to discuss KRC review of dock permits.
Initiatives of KRC Priorities
KRC agreed to address (1.) public access and the (2.) protection of commercial fishing on the Kennebunk River.
Motion made to approach Town of Kennebunk to review the possibility of public access for land across from Governors Warf.
All agreed.
Action Item: Joel Beck and Bob Butler to meet with Town of Kennebunk to discuss town interest.
Additional priorities being (3.) Dock Ordinance and (4.) Future River Dredging.
New Business
KRC reviewed letter addressed to John White from Ms. Ernestine Lyman concerning boat speed on Kennebunk River. Letter mentioned large luxury vessel speed and a need to enforce "no wake" zone.
James Nadeau will respond to letter.
Harbor Master Report
All mooring equipment is out of the river. There remains (2) recreational crafts on moorings.
Motion to change or amend river ordinance to remove recreational vessels from mooring by Nov. 15th. This does not affect commercial vessels.
All agreed.
Motion to skip Dec. 2007 Meeting.
All agreed.
