Kennebunk River Committee
Minutes of November 14, 2006
Present: Joel Beck, Dave Parr, Rich Woodman, Rob Berenson, Peter Hatch, Bob Williamson, Grant Nelson and Anne Gamble
Not Present: Bob Butler and Jim Nadeau, Harbor Master
Summary: The minutes were approved from the previous meeting – with a correction on the overbed discharge that a gentleman was paid and not the state.
It was noted that the Harbor Master could not make this meeting. New business entailed electing a new chair and secretary. It was mentioned that Linda Littell had resigned, having seen to completion the dredge. A discussion was help of the chair responsibilities, i.e., communications with the Town Managers; and the need to have someone who can get things together. It was also discussed that a difficulty in the past was the Kennebunk Code Enforcer’s lack of communication with the committee on dock issues and other matters. The need for organization and strong leadership was emphasized. It was also noted that the only controversy in the past was over mooring fees. The River Committee works in an advisory capacity only. Agreed that the documents related to the River Committee
would be given to all members to ensure they understood the role of the committee.
Joel Beck, Retired Professor, USM; Retired US President, Honeywell was nominated as chair and elected unanimously.
Grant Nelson, 2 yr. member of the Kennebunk River Committee, Vice President, Trustee, and Chairman of the Board for Basic-PSA, Inc., was nominated as secretary and elected unanimously.
Other business included a report by Joel Beck on the October 26, 2006 Workshop at the Wells Reserve on developing a Watershed Plan for the Kennebunk River. It was organized by Chris Feurt and Tin Smith along with John White of Kennebunk Conservation Committee. It was reported as a tight workshop concerning issues about the Kennebunk River being clean, an action plan and funding. A report is due and will be made available to the committee. A follow-up workshop is being planned.
A brief discussion took place concerning communication among the towns and the committee. The issue of navigation and falling trees up river from Durrel’s Bridge was noted by Mr. Beck. It was also reported that the committee’s Dock Ordinance was passed by Arundel, but not on the Kennebunk Town Agenda yet. Contact is necessary. It was also suggested and agreed that the new chair meet with Linda Littell.
With no other business, the meeting was adjourned until next meeting, December 19, 2006.
